Pesticide Labels & Labeling
Reading and following the label: signal words, directions for use, restrictions, and precautionary statements.
The pesticide label is the single most important document you will work with as an applicator. It is not advertising and it is not a suggestion — it is a legal document, and using a pesticide in a manner inconsistent with its labeling is a violation of federal law. Nearly everything you need to apply a product safely and legally is printed there: how toxic it is, what protective equipment you need, where and how much you may apply, when workers can re-enter a treated field, and how long you must wait before harvest.
The Texas General Standards exam tests this topic because label-reading is the skill that connects every other subject on the test — safety, mixing, environmental protection, storage, and first aid all start with the label. Exam questions will ask you to identify what specific label parts mean, distinguish look-alike terms such as REI and PHI, and decide whether a proposed application is legal based on the Directions for Use. This guide walks through the label the way the study manuals teach it, from its legal status down to the fine print.
The Label Is the Law
"The label is the law" is more than a slogan. Once EPA registers a pesticide, the label becomes an enforceable set of instructions, and applying the product in a way the labeling does not allow — exceeding the maximum rate, treating a site that is not listed, or ignoring a waiting period — is a federal violation. Severe pest pressure, time pressure, or good intentions do not create an exception; there is no general emergency exemption that lets you deviate from the label on your own.
The exam also expects you to know the difference between two closely related terms. The label is the printed material attached to the pesticide container. Labeling is broader: it includes the label plus all other information the company provides about the product, such as brochures and supplemental sheets referenced by the label. Both carry legal weight.
You should read the label at several points, not just once. Each reading serves a different purpose:
- Before you buy — to confirm the product is registered for your site and pest, and that you can meet its requirements.
- Before you mix and apply — to check the rate, required PPE, and mixing instructions.
- Before you store the product — to follow its storage instructions.
- Before you dispose of the container or leftover product — to follow the storage and disposal section.
Anatomy of a Pesticide Label
Labels follow a standard structure, and the exam frequently asks where a specific piece of information lives. Learn the major parts and what each one tells you:
- Brand (trade) name — the marketing name; the same active ingredient can be sold under many brand names.
- Ingredient statement — lists each active ingredient and its percentage, plus the percentage of inert (other) ingredients.
- Net contents — how much product is in the container.
- EPA registration number — shows the product is registered with EPA; unique to the product.
- Restricted-use statement — if the product is a restricted-use pesticide (RUP), a statement at the top of the front panel says so and limits purchase and use to certified applicators or persons under their supervision.
- Signal word and child-hazard warning — the acute-toxicity indicator (DANGER, WARNING, or CAUTION), with "Keep Out of Reach of Children" on virtually every label.
- Precautionary statements — hazards to humans and domestic animals, required PPE, environmental hazards, and physical/chemical hazards such as flammability.
- First aid statements — what to do for each route of exposure, and information for medical personnel.
- Directions for Use — the registered sites, target pests, application rates, timing, and use restrictions; often includes an Agricultural Use Requirements box with the restricted-entry interval and Worker Protection Standard provisions.
- Storage and disposal — how to store the product and dispose of the container safely and legally.
Signal Words: Reading Relative Toxicity
The signal word communicates one thing: the relative acute toxicity hazard of the product to humans. Acute means short-term, single-exposure effects. From most to least hazardous, the signal words are DANGER, WARNING, and CAUTION. Products that are highly toxic if swallowed, inhaled, or absorbed may carry DANGER together with the word POISON and the skull-and-crossbones symbol.
A critical detail the exam tests: the signal word is assigned according to the most hazardous route of exposure — oral, dermal, inhalation, or eye and skin effects. A product might be only moderately toxic if swallowed but severely damaging to eyes; the worse of those routes drives the signal word. So when two labels differ, a DANGER product presents a greater acute hazard than a CAUTION product by at least one route of exposure.
Just as important is what the signal word does not tell you. It says nothing about how effective the product is, how long it stays potent after mixing, or whether it is classified as restricted-use. Use classification appears in its own statement on the label, and while highly toxic products are often restricted, the two designations are separate. It also does not describe long-term (chronic) effects — only acute hazard.
REI and PHI: Two Waiting Periods, Two Purposes
The restricted-entry interval (REI) is the period immediately after an application when entry into the treated area is restricted. Its purpose is to protect workers from exposure while residues decline to safer levels. During the REI, only properly trained and equipped workers with the required PPE and authorization may enter, under the Worker Protection Standard. On agricultural labels, you will find the REI in the Agricultural Use Requirements box.
The preharvest interval (PHI) is the minimum time that must pass between the last application and harvest of the crop. Its purpose is different: it protects consumers by allowing residues on the crop to fall to legal levels before the commodity enters the food supply. Harvesting before the PHI has elapsed can leave illegal residues and is a label violation, not merely bad practice.
Keep the two straight by asking who each interval protects. REI protects workers re-entering the field; PHI protects the people who will eat the crop. Exam writers love to swap the definitions, so a distractor that defines the REI as "the time between application and harvest" is describing the PHI.
Directions for Use: Rates, Sites, and Target Pests
The Directions for Use section defines the legal boundaries of an application. It lists the sites (crops, animals, or locations) where the product may be applied, the pests it is registered to control, the application rates, how and when to apply, and any restrictions such as maximum number of applications per season. The maximum labeled rate is a legal limit — applying more, for any reason, is a violation. In general, applying less than the labeled rate is permitted unless the label specifically prohibits it, but the site you treat must always be listed on the label.
Rate questions on the exam usually come down to one simple calculation: total product = rate x acres. Work one example: the label calls for 2 pints of product per acre and you need to treat 15 acres. Total product = 2 pints/acre x 15 acres = 30 pints, which is 3.75 gallons. If a question adds a twist — a higher-than-labeled rate, or a site not on the label — the math is irrelevant, because the application itself would be illegal.
Read this section with the same care you give the safety sections. It is where you confirm that your intended use — this product, this site, this pest, this rate — is actually authorized. If any one of those elements is not supported by the label, the application does not comply.
Precautionary, First Aid, and Environmental Statements
The precautionary statements tell you how to protect yourself and others: the specific hazards the product poses to humans and domestic animals, the PPE you must wear, and physical or chemical hazards such as flammability or corrosiveness. PPE listed on the label is a requirement, not a recommendation — and a higher-hazard product will generally demand more protection, never less. A DANGER label never means you can skip PPE.
First aid statements give route-specific instructions — what to do if the product is swallowed, inhaled, or gets on skin or in eyes — and include information for medical personnel. Read them before you handle the product, because an emergency is the wrong time to be searching the label for the first time.
Environmental hazard statements flag risks to water, pollinators, wildlife, and other non-target organisms, and they often carry enforceable restrictions such as not applying directly to water or not applying when bees are foraging. On the exam, treat these statements like the rest of the label: binding instructions, not advice.

- Active ingredient: The chemical in the product that controls the pest, listed by name and percentage in the label's ingredient statement.
Exam tips
- When a question asks what the signal word tells you, the answer is acute toxicity hazard to humans — nothing else. Distractors about effectiveness, shelf life, treatable acres, or restricted-use classification are all wrong.
- Remember that the signal word is set by the most hazardous route of exposure. A comparison question ("Product A says CAUTION, Product B says DANGER") is asking you to conclude only that B is more acutely hazardous by at least one route — not that A is safer to misuse or more effective.
- Expect the REI/PHI swap trap. Anchor on who is protected: REI = workers re-entering the treated area; PHI = consumers eating the harvested crop. An option defining REI as time-to-harvest is describing the PHI.
- On any scenario about exceeding the labeled rate, skipping a waiting period, or treating an unlisted site, the legally strict answer is correct: all of those are violations, and severe pest pressure or an "emergency" is never a valid exception.
- Don't confuse the signal word with the restricted-use statement — they are separate label elements. A CAUTION product can still be restricted-use, and a DANGER product is not automatically one.
- For rate math, use total product = rate x acres and check the units (pints, quarts, pounds) before comparing answer choices — the wrong-unit conversion is usually one of the distractors.
